Default River Wharfe water levels

I toddled along to Bolton Abbey the other day. The water level in Otley when I left was more or less normal, which was in line with the EA river levels website. When I got to Bolton Bridge it was clear that the river was in full spate and unfishable. Is it simply a case of the spate not yet reaching far enough downstream to get to Otley, or does anyone know whether there is a significant abstraction going on? Where is it abstracted from and where does it go to?

look at the level here for otley

then here for Pool only just down the road so to speak ,

rivers carry extra water differently throughout there many sections dependent on depth , structure holding flow back etc etc, what you have up at Bolton is pure spate running straight down from the hills .....
