Are you talking about wings or hackles?

Cock hackles, generally pointed at the tip, can be tied in either at the tip or the base.
If you want to use the longer length of the barbs at the bottom of the feather, then butt, shorter barbs, tip.
Hen or game bird hackles should always be tied in at the tip. they are rounded at the top.
Attempting to wind then butt end first is a recipe for disaster, they will snap.

Hope that helps.

Whether you use hen/game bird hackles tied in by the tip, (draw the fibres back to leave the tip clear), or cock hackles tied in by the stripped stem, this is a good way of doing it. Tie the tip/stem to the side of the hook, right next to the body. Have the good/shiny side facing you, and tie it in so that the hackle is lying along the hook shank towards the hook bend. Wind the hackle away from you towards the eye where the thread is waiting to tie it in.
