Actually Boony, "buzzer" is the slang for an
adult chironomid/non biting-midge. So to be accurate, they
do lay eggs.
It's just that "buzzer nymph/pupae" has been shortened to just "buzzer", causing obvious confusion.
Smudger, a Carnill (adult) buzzer should do the trick, or a hopper tied on a light sedge hook such as the Grip 14723.
