Default veilings

Hi. I've been looking at some shrimp patterns and some of the dressings mention 'veilings'. I've been trying to find out what these are and I think they are like a beard hackle tied top and bottom. Can anyone tell me if this is correct or point me in the right direction?

I think some tyings now recommend red hackle tips as the easier option.
