the questions not realy clear mate, if you mean the bubble itself its made of c.d.c feathers, if you mean the green bubble tag at the end of the fly to represent the egg sack? any close cell floating green foam should do.
make sure you tye it in tough as you can, the fish can nacker that bit of the fly pretty quick.
tye it on at the back then fold over towards the eye tye down, done!
if not then i aint got a clue mate

This is not a balloon caddis - firstly no CDC involved at all.

You want to be using a stip about 5mm wide and 2-3mm thick, also try not to use foam that is too dense as it doesnt float as well.

Look here for a good idea of the tying.

Rover
thats why i said if! calm down mate
im a bit tired after 13 hours of the misses labour giving birth
anyway now you reminded me yes as rover explained thats is a
ballon caddis not bubble caddis which is what i meant
make sure you get a high floating foam like i said, and it doesnt realy matter what colour foam you use within reason black, browns, greens, yellows, tans.
some people use a dull red, i preffer just enough colour to the foam
for a good visual. so you can range colours and try for different situations
light,dark,fast,slow... if you catch my drift

And don't forget to test the result in a glass of water so you can see what effects different foams/strip cuts are having !

Best wishes
