I'm not sure if there is a specific dressing as I've seen about 20 different tyings, the one thing they have in common is lots of sparly stuff. Rutland Lodge used to sell tinsel called "Rutland Sparkle" (I think that was the name)
but you can use any of the stiffer or reinforced tinsels. Flashabou is too soft to give a good profile and collapses around the hook.
I have finally settled on Madiera Tinsel which is sold as a rope, I use a 4" length twice doubled for the tail and then 12 inches with which I wind the body and the remainder is doubled back to form the wing. I tie with 3/0 silk and make a big bright head to contrast the sparky stuff.
