The late Alan Bramley, of Partridge used to loads of this type of work but it was never a great commercial success. There would usually have to be a minimum order of around 10,000 hooks per single size/type/finish with a minimum of 3 sizes. Then there would be tooling costs ontop etc. That was in the 80's, probable quantities will have escalated by at least a couple of 00's by now.
There are plenty of guys that make or re-make salmon irons in the U.S, & E.U. but to try & find someone with both the time & technology to make trout hooks on a small numbers basis is going to be very hard indeed. They would be incredibly expensive & probably have a high failure rate.

On the upside the shape you want may already be made somewhere i.e. Japan & just not sold on the U.K. market.
