In most cases for the simple reason they are easier to varnish

Breathers on the natural only develop in the top foot or so of water, just as they are about to make towards the surface film for their final development as a flying adult.

I personally find it pretty pointless tying in breathers on buzzers that will be fished any deeper than that stated above.

what types of buzzers are recommended for fishing just a few foot below the surface?

For on or in the surface film, Shipmans or Shuttlecock with CDC or plastazote.

Any deeper doesn't matter the pattern, if you want to hold a team at a certain depth, use the washing line technique on a floater, intermediate or slow sinker.
