As Spidersplus says, it also has a mate called the Bloody Williams which is the same but with a red tail.
Used to use the Williams favouritre quite a lot years ago, had some good catches fished wet just under the surface, be prepared for takes when it first hits the water. Hook sizes, 10-14.

The original pattern came from the father of A Courtney Williams. It was tied with hen hackle and a body that thickened slightly towards the head. The cock hackle dry version came later and was used extensively by A Courtney Williams. Another once popular variant has a body of Ostrich herl.

As Spidersplus says
Oh No it is not. Gander gets it right with the mention of the tapered body. Only other thing I might add is that the body is off black floss. A simple spider pattern that can do well on a cast early season.
