You'll be extremely lucky it do get hold of any. I bought some over 25 years ago, Gorden Griffiths. Bought from a Tackle Gun shop that was closing down. Never seen any since.

Get out to the countryside very early in the morning and look for a road kill, that was where I got my wings from. Owls hunt on the road verges and sometimes come a cropper while they are hunting. If you are lucky enough make sure you treat them with napthalene crystals.

I dont think you can buy them due to CITIES, so finding some or knowing anyone who keeps owls may be the only way.

Which feathers and what colours are you looking for? (Which part of the wing)

Are you UK based?

Even picking up an owls feather can be against the law: If the bird or animal is a protected species (Like an Owl, Hawk or Badger) you better not have it in your position unless you have a permit to collect such things. You could get in trouble for just have a single owl feather in your tying stash. Some things are protected by the State Laws and some by the Federal Laws.

Not sure exactly what the stance is in the uk.

Now you are confused - the Brown Owl you refer to is possibly the Tawny Owl - as the "Brown Owl" was an old name for it (Nick name) - but there is no such Owl as a Toby Owl as far as I am aware.

There is no issue with being in possession of Owl feathers in the UK, they do not come under the Article 10 requirements.
