It's this one I think...FULLY ROTATABLE FLY TYING VICE WITH BOBBIN CRADLE | eBay

I have one as a spare and for the kid-works ok.

Can't give it a "name" as such, but it looks very much like an inexpensive Indian type.

Right on the money I think how does it perform rough/smooth? jaws?

Considering the price it preforms ok. The jaws are fine and they grip well. The rotating bit is a tad crude and needs a strongish grip to get it to rotate/undo and tighten. Really the best plan is to strip it completely on arrival, clean any rotating parts of what may be cheap grease or non at all and assemble it using a goodly quality lubricant thus giving it the best start you can. Actually it is quite smooth, just tight, not the worst complaint.

When all is said and done it grips a hook very well, for me the number one ask/priority for any vice, the rest I could live with at 15 quid a throw. A lot of vice for the money. Someone did mention to me theirs had dodgy jaws a few months back so maybe I got a good un or he got a bad un?

i got 1 like tha from fishtec its there only rotary vice for sale and made by fishtec

I have one that I use sometimes if I dont want to take the midge jaws out of my best vise. Like the others say Check the jaws aline properly before you buy one they vary a lot...I looked at 4 in the shop and was amazed how much they vary
