Default UTC Glow Tinsel

Bought this glow tinsel today , thought id give it a wee go
opened up the spool and it seems to be peeling apart into 2 separate tinsels
is this a duff spool or is it meant to be like this ??

That sound iffy Bruno but i've never used that stuff before.
All my Holographic tinsel seems to be made up of thin coloured plastic film over silver holographic, is it like that?

yep it is like that 2 films but the clear one seems to be coming off the the other one

I have seen that happen on a lot of these types of products.
Is it just the start of the spool or is it well in to it?

Tried it a couple of years ago,the "glow" lasted about 3 casts
