Sure.

Thread black 8/0 uni.
Hook B160 sz8.
Tails are two hackle stems. Tied another just now with drennan 8lb double strength may be more durable.
Detached body is palstizoe foam. Segmented on a pin with tying thread. Just whipped one by one and a dot of glue.
Hackle, one each of a blue dunn and a hen cheapo furnace/CBD (not sure).
Pheasant tail thorax cover tied under the hook to kick all the hackle out and up.

Think it will skitter nicely across the surface.
