I have a large number of capes and put a sprinkling of crystals underneath each cape which is sealed in it's own bag. I then seal this inside another bag, and then finally throw an extra pinch / sprinkling of crystals into the storage draw as another line of defence.
With the best capes being as expensive as they are, I guess you can't be to safe!
Draws that contain my CDC packs, peacock herl, etc, all receive a pinch / extra sprinkling of crystals, but do try and ensure they don't come into direct contact with the the feathers.
If your wife's complaining about the smell, then triple bag your capes and I'm sure they'll be both bug proof and any smell should be minimal, so keeping your wife happy!
If there's a stong smell of Naptha crystals when you enter your fly-tying room, or opening a draw on your storage cabinets - then the bugs should give your capes a wide birth!!
