Default Waddingtons (Again)

I discovered this site purely by accident today, when I Googled for a Cascade dressing - and boy, do I have a load of questions!
First one - (And I have read the earlier thread, but it does not make the position completely clear) - when tying Waddingtons, is the silicon tubing supposed to lie OVER the join between hook and mount (to keep both in line), and if so, is it tied in to stop it slipping back down the hook shank?
In the link given, the tube appears to remain down the hook shank.
