That sort of price range will get you a pretty good set up. The first vice I'd consider are the Weaver type 1 & 2, then if you want to look at others the Snowbee flymate is very good by all accounts. I would avoid the "Regent" style vice though, they're very popular but often a bit agricultural. There are plenty of others out there though.
Scissors, get 2 pairs (at least) & go for surgical or dental quality ones, there's several listed on ebay i.e Iris scissor type of thing or take a look at the ones on
Deer Creek - Flash Intro & other stockists.
A good overhead lamp is well worth considering as well, look at Maplins & OTT, as you want loads of light but not have to cook underneath it.
Bobbin holders, I have large hands & the standard Veniard ones are as good as any for the type of fly you're doing. Ceramics have some advantages, but not for you yet.
Hackle pliers, rotary's seem all the rage these days. I use them a lot of the time, particularly the ones with a spring between the jaws & handle, they're less likely to break small/delicate hackles.
