I have seen HUGE shoals of charr in Loch Garry (invernesshire) and some decent shoals in Loch Earn at St Fillans where the hydo overflow comes in.
Caught them in a good few of the highland lochs decribed but not on fly.
Might be worth trying a tiny meepps spinner to locate them first then try the fly rod.
Its very much about being in the right place at the right time.
Friends of mine have had some success in the hill lochs above Lochinver also.

Loch Calder near Thurso. At a certain time of the year the Char rise to the surface and are easily caught. Got to be there at the right time though.

How exactly were they shoaling? Was it like they came up from the depths to feed at the surface?
I was fishing a lake in Donegal (NW Ireland) ages ago during september/october (I can't remember if I was targeting char or not), but when I was leaving the lake got very calm and alot of fish started rising about 50 or 60 metres form the shore.

Caught a few on a wingless Wickhams Fancy fished deep on the Fionn Loch at the base of Sulivan near Lochinver, NW Scotland

The one that could cause a 'border incident' is Lough Fad which famously only holds charr.
