Question Strange Insect I.D

I cant ever remember seeing these wee fellas on the water anywhere before....its a new one on me.From a distance they reminded me of a green leaf weevil ,but on closer inspection I could see they were something different.....Wondered if any of you could tell me what you think they are?

This underside view is out of focus but note the long back legs.....it can jump a good coupla feet when prodded .

BTW the trout were loving them....

I think cuckoo-spit refers to the young froghopper's home. The eggs are laid in a nest of bubbles on a plant stem by the adult and the young are protected by the bubbles as they develop and harden their shells whilst feeding on plant sap.
