Mosquito.

This is a chironomid (buzzer) pupa.

Google image search, Mosquito larvae. You decide.

Small ponds and uncovered garden water butts are magnets for egg laying mosquitos.

The difference that is noticable between buzzer larvae and mosquito larvae is the breather (siphon) tube at the end of the abdomen. Most mosquito larvae live their lives upside down compared to buzzers and they breath through this siphon tube hanging in the surface film as seen here.

Another noticable difference are the filaments extending from the segments of the mosquito larvae.
