I have found when travelling around Norway that asking at local petrol stations close to lakes or rivers is a good place to start. Very often they will be selling permits to local waters.
Provided the river does not have a good run of salmon I have found that local landowners/farmers are quite willing to let you fish for trout on the fly, often for free or for a very nominal charge. They are very accommodating, but the key is to ask and not assume. Most small towns have local waters where fishing is free: typically lakes and short sections of rivers connecting lakes. Most rivers and lakes carry a large population of trout: most will be relatively small (6-8"), although there are better trout of up to 1lb in most. The good quality fish (2 lb+) are typically out in deeper water in the lakes and are difficult to access with a fly unless you have a boat/canoe/float tube.
The wild brownies are typically free rising and will be looking up. I usually fish with dry flies (grenadier [soldier palmer without the red tag], black hoppers, CDC&Elk, small klinks) or unweighted nymphs (PTNs, diawl bachs, crunchers, north country spiders).
