Are dozens in central belt, just depends on what you are after, and how far you want to go!
3 That I have visited where my youngest fished bait and I fished fly, and produced the goods are as follows,
Wellsfield fishery, Denny
Bowden springs Linlithgow.
Parkley fishery Linlithgow.
All three cater for bait/fly. have good access and are not too dear!

Your right Bert but he is looking for bigger waters bait at bowden is reasonable.
I might get shot down here but some well known fisheries could offer some rods for bait on a restricted section of bank to cater for people who might want to continue fishing but are not able to fly fish that would meet their needs ,policing would be the key.

I asked this question recently and ended up checking out Roeseberry (aka Rosebery) Reservoir. It's about 25 minutes drive south of Edinburgh. Limited ticket options - 4 fish from 8 till 5 for £18 and an evening session (can't remember the price). Bait fishing allowed in the two "arms" of the reservoir within the white post markings.

The southern arm is a wee trek from the car park/keeper's cottage, so if your Dad's health is limiting you might look at the eastern arm where fly is a bit more challenging due to the steep banking/trees. Still possible though. I got me a couple of trout, a couple of perch and a pike on my visit.

newton farm fishery near wormit .easy access .and parking near the water for for disabled or people who cant walk far we have bait area and fly all banks are flat and easy to fish from.. thanks newtonfarm fishery
