Think the weighted goes back to the days when a bit of split lead shot was sometimes added to the hook to get them to sink quicker, no fast sinking lines in these days. Adding lead under the dressing was also frowned on. Varnish has always been used on flies, originally to the head only and was presumably acceptable. Fully varnished buzzers, unlike lead, can probably be argued as part of the dressing, protects the body and adds shine.
Not sure about the anglian water 'reformed plastic and rubber' bit. May be aimed at 'pre-formed bodies' in such materials like plastic maggots or docken grubs. Flexi floss feels like rubber but is probably plastic based, not sure if it is allowed under the anglian rules. Boobie /suspender eyes and flexi floss are certainly allowed by most of the major comps. Can only suggest getting in touch with anglian water and asking for clarification.
