I've been in many an international rules match, England qualifiers, where my boat partner has refused to swap positions. Remember one occasion during an England eliminator at Draycote a few years ago, my boat partner ignored my many requests to swap, and he sat on the engine all day with the fish, his side, down in toft shallows.
Do not bother fishing team events now due to the many things I do not like,but still fish the individual events.That way, if I brain someone, then I'm the only one disqualified.That I don't mind.

If you want to swap ends every two hours you can, however it is generally "not done" because of the hassle factor and also is moderately dangerous to do out on the water. If one angler has a definate advantage through fishing one end...e.g. drifting along a bank and the fish are on the inside in shallower water, it is much easier to turn the boat round and put the drogue on the other side and both anglers turn round. This way the angler who was on the point will then have the advantage for their two hours.
If an angler refused to do this when it was your "two hours" you are well within your rights to report him to the officials and they should be disqualified. Rule number one is "we fish in the spirit of the event" which means honourably and fairly which he obviously did not, but also in your case he also broke a clearly defined rule.
Regarding who has the engine in the first place, every competition is different. Some matches it is pre-drawn, others you can toss a coin if you can't agree between you. Not getting the engine twice in a two legged comp is however unfair and I think perhaps the organisers should look at that.
Draycote must be a funny place. I had a boat partner there once in the individual Lexus comp who refused to go and fish by the inlet. When my two hours came up, I stated quite nicely it was my choice now and I wanted to go over there. He said "well you can take me in then and leave me on the jetty, I'm not wasting my time over there". I wouldn't mind if he was the "local expert" but he hadn't been on the water for a month and I'd found fish there the day before.
We stayed by the dam and didn't really speak for the rest of the day, mainly because I was speechless! You do get the occasional funny(not) boat partner but on the whole, 99% are a delight to fish with and watching other people fish and learning from their methods and techniques is one of the pleasures of comp fishing.
I did want to brain someone at Eyebrook a few years ago when the fish were hard on the edge of the weedbeds and you had to put the boat in the weed and cast over the edge of the weedbed to get them. After the first 3 drifts and I had 3 fish to his none, he brought the boat back round and parked it right on the edge of the weedbed and "by accident" over revved the engine as he put it in reverse to stop the boat, spooking every fish within 50 yards. It was an AMFC match which are supposed to be friendly! Nowt as queer as folk, as they say.
