Default Criteria for Marshall's/controllers

Evening gents from a warm and Sunny SA.

Recently at a nationals competition,there was some controversy over a DQ,which involved a fisherman asking the Marshall about the water he was about to fish (this was on the way to the session not during),anyway the DQ has opened up the debate about the criteria for selecting Marshall's/controllers. How are they chosen in the UK??

There is usually a shortage, the selection process is....please be a controller.
