Most of the time with wagglers, the bulk of your shot should be at the base of the float. The remainder of the shot is for presentation, and will depend on whether you want your bait to fall slowly and evenly through the water, in which case you'd use a shirt button pattern, or quickly, in which case, you'd want to bunch the reminder together near the hook.
I'm no waggler guru, but for a 2BB float, I suppose I'd expect to start off with 3 no.4 shot (so three quarters of the total shot) locking the float in position and then a sprinkling of smaller stuff down the line. (I tend not to go any smaller than no.8s, as they're quite fiddly enough as it is!)
