How do you measure line speed??

Hi All, Here's an interesting one for you. You hear people say, you need good technique and good line speed to get distance. So, what is good line speed and how is it measured?

By the pitch of the whistle the line makes as it's being cast (not to be confused with the rod 'swish' noise that duffers make)
