Yes it might help to increase line speed, but line speed might not, in itself, keep the line off the hedge. Remember that, if you are aiming at the hedge on your back cast, you will hit it, regardless of line speed. Check how far back you are dropping the trod tip, and make the neccessarry adjustment.
Also, you have overlined your rod, so you are inevitably going to have a little loss in energy, causing the line to fall slightly due to gravity.
Extra line speed is not going to help if you are collapsing the rod on the back cast. Sure, you might feel it load a little better with a line weight up, but the down side, is that you are losing energy. It's really not worth overlining, purely to feel the load, when the load cant tranfer enough energy for the line to hold. It's the overlining debate all over again, so lets not go there as we don't want to re awaken the sleeping giant, but I firmly believe that the overlining issue has a lot to do with your problem.
My suggestion, would be to try the correct line weight for the rod, and see if there is any difference.
