Not an unreasonable call but as a teacher I'd suggest that some kids of that age do have the coordination - I teach one Year 6 lad who's taller than me and I'm 5ft 10", similarly some of our girls, unbelievably tall for 10 / 11 year olds. Some would certainly be able to cope with something like a 6ft 6", Orvis Superfine, with a 3wt line on it.

This is probably one of the greatest limiting factors, even adults struggle to 'focus' for periods of more than 20 minutes, an hour's tuition needs to be 'chunked' with little spells of downtime otherwise it'll become a chore. For a young child, two spells of 5 to 10 minutes as an initial introduction would be my call.
Something else to consider is one of those little 'indoor rods', the sticks with yarn tied to them, would be an excellent idea to get physically immature children to begin to understand how it 'works'.
