Three points here -
1. I feel that your local reservoir are probably being less than honest with you with regard to reasons for allowing / disallowing tubing and are playing the 'insurance card' as an easy out. The real reason is probably that they don't want to entertain the 'risk' in the event of something untoward happens, leaving them open to litigation.
2. You can get insurance for anything if you're prepared to pay the premium but no matter how insured you are you won't alter the position of the management of your reservoir.
3. You'd think, as a responsible adult, you'd be able to offer the reservoir a form of legal waiver of responsibility to the effect that irrespective of any outcome no claim can be made against them by yourself or any beneficiaries in respect of accident, injury, death etc. I doubt very much if this would be of any influence either. If you join the British Float Tubing Association you'll find wording for an Indemnity Waiver in the General Discussion section of the forum.
