I know the reservoirs under the United Utilities jurisdiction have banned float tubing because of spreading the "Killer Shrimp". I got a notification and I know Stocks can't allow it anymore.

Save yourself the trouble of making a list and look at the British Float Tube Association website below.

It's not an exhaustive list but there are plenty to go at.

A lot of the smaller, wild waters in Wales will allow float tubing. It's just a question of finding somewhere you fancy fishing, say from an article in a magazine, and giving them a ring. I know of 10 or 15 lakes in the North/Mid Wales area that don't mind you float tubing if you buy a bank permit. Of course some are a bit of a walk but a good tube, like the Sparton Red Devil, has straps and can be carried on your back.

Logan lea, harperrigg and crosswood all in the pentland hills near Edinburgh allow tubes as do tinto in biggar allow tubes. Stanton crags down by galashiels also. Hope this helps
