Since posting the above, I have received the following trusted response from a club who will be affected by United Utilities decisions. This is rather worrying, and puts a rather different complexion on the situation! I now have a contact name to try and get further information direct from UU, and will attempt this tomorrow.

"UU have not mentioned anything about the killer shrimp as a reason for stopping tubing, they say it is because anglers could get into trouble because of cold water or being blown in high winds to the outtakes on valve towers, that's from their health and safety committee. Also no boats will be allowed on waters that do not already have boats on. So they have told us that it's an health & safety issue."
I have been getting our club members interested in tubing, a few have purchased float tubes for the start of the new season, so when I got the news to-day that UU was banning float tubes on all their waters
I was not best pleased, we have two UU waters, one we have been tubing and boating on for years, the other they had just given permission to tube on for the start of the season, then we get this to-day.
