The town water in Kelso is good and accessible for trout. They are not stupid though and you will get one or two casts over every fish. Fish small and fine and you will get something. Watch out for micro-drag as it's often unnoticeable.

Listen to this man. As a few too many of us know, he does know what he is talking about.
I find I can overcome Micro Drag in these conditions (sometimes!) by usine a very small but bouyant fly..something black with a white foam post and sling a tiny Tungsten Nymph on the point. As small as the Dry will support and only six inches or less from the Dry.
The Nymph seems to act as what, I believe, Naval Men call a Jury Rudder. It also seems to catch fish on the way back down, who have been up for a look at, but rejected, the Dry.
As "Fine and Far off" as possible.
