According to the EA web site there are three different closing dates for brown trout within the EA Wales region, 30th September (rivers and various Llyns (yes I know the plural of Llyn isn't Llyns)), 7th October (Upper Severn) and 17th October (all other stillwaters in EA WAles). There are also five different starting dates!!!

So as has already been said you really need to check with the EA for the area you are thinking about. It's also worth checking any club involved as they sometomes have ideas of their own, which are not always in line with the byelaws.
